Animal Control Officer II ID - 16271

About the position

The Animal Control Officer II is responsible for enforcing animal control regulations, conducting investigations related to animal cruelty, and supporting community outreach and education programs. This role involves apprehending and impounding animals, coordinating animal adoption and fostering operations, and ensuring compliance with local and state laws regarding animal welfare. The officer will also engage with the community to resolve issues related to animal control and participate in various animal care operations.

Responsibilities

  • Assist with overseeing the day-to-day duties of the Animal Control Officers.
  • Participate in public education programs and demonstrations to explain pet ownership responsibilities, local wildlife behavior, and recommend control measures.
  • Coordinate and participate in rabies, animal adoption, animal fostering, animal rescue, animal licensing, animal microchip clinics, and City community Pop-Up/outreach events.
  • Participate in animal shelter and care operations including animal vaccinations, cleaning and disinfection of kennel areas, animal behavior assessments, and animal euthanasia procedures.
  • Meet with citizens and community groups to resolve problems and/or complaints, interpret municipal code sections, and make recommendations for changes.
  • Investigate complaints regarding vicious or stray dogs, injured animals, barking dogs, animal bites, animal cruelty, and animals suspected of having rabies.
  • Quarantine biting animals, maintain records, and follow up on all reported bite cases in the City.
  • Assist with officer standby duty.
  • Respond to emergencies on weekends, holidays, and off-duty hours.
  • Issue citations for code violations.
  • Prepare administrative and criminal violation reports and related records.
  • Write, file, and assist with the execution of warrants, appear in court to testify and present evidence regarding violations of animal regulations and codes, and/or animal cruelty.
  • Collect license, redemption, owner-turn-in, and other fees from the public.
  • Safely operate and maintain animal control vehicles, which may include pulling or backing a stock trailer.
  • Utilize a variety of animal control tools and equipment including leash, muzzle, traps, catch pole, and radio.
  • Provide education, outreach, and execution of the City's Trap Neuter and return program (TNR).
  • Plot, coordinate, and participate in canvassing routes for proactive animal license compliance efforts, and work with the Animal Care and Control supervisor to create strategies for improvement.
  • Support transitional and homeless outreach programs and provide animal care support to homeless pet owners.
  • Assist the Animal Care and Control Supervisor with customer service-related complaints.
  • Assist law enforcement agencies in the search and seizure of animals and/or the enforcement of animal related local, state, and federal laws.
  • Identify and report code violations and assist Code Enforcement Officers, as needed.
  • May perform work after hours to support Animal Care and Control related field emergencies.

Requirements

  • High school diploma OR GED equivalent AND three years of experience in the enforcement of animal control regulations is required.
  • Possession of a valid California Class “C” driver's license upon hire and maintain throughout the length of employment with the City of Victorville.
  • National Animal Control Association Level 1 Certification or the California Humane Officer Basic Certification.
  • Certification by Peace Officer Standards and Training (POST), Penal Code 832 - Powers of Arrest (Level III or above is preferred).
  • POST RCB/Baton certification.
  • California euthanasia by injection certification.
  • POST OC/pepper spray certification.
  • The following training certifications must be obtained within 12 months of hire: National Animal Control Association Level 2 Certification or the California Humane Officer Advanced Certification, Standardized Emergency Management (SEMS) 100, 200, Crisis Intervention Training (CIT).
