Examples of Duties

 

Assist in the development and administration of comprehensive environmental programs to ensure compliance with applicable permits, rules, regulations, and standards related to the City’s operations.


Prepare regulatory permits as required by applicable law and regulations; obtain data from various sources, compiles, and completes required permit applications; provides recommendations for permit language during permit application and approval processes. 


Coordinate activities with other local, state, or federal agencies. 


Coordinate the development and maintenance of standard operating procedures and strategies for complying with environmental requirements and regulations.


Conduct studies and analyses to ensure that compliance with environmental laws and regulations is occurring, including site visits where appropriate. 


Coordinate and direct compliance audits and reporting of City facilities and operations. 


Interpret state and federal regulations related to surface water quality, discharges, recycled water reuse, storm water, integrated watershed management and other environmental aspects of City operations to ensure compliance. 


Keep current on environmental legislation and developments, regulation and permit requirements and revises City procedures and policies for environmental compliance. 


Represent the City and serve as a regulatory agency liaison in managing regulatory permits and applicable environmental issues before local, regional, state and federal policy making bodies, regulatory agencies, and local business and community groups. 


Coordinate environmental activities with City departments and agencies to assure compliance with legislation and policies; conducts meetings of both professional and technical personnel to resolve problems or changes in policies and procedures. 


Monitor projects for compliance with schedule and budget requirements; recommends and justifies adjustments to requirements as appropriate. 


Maintain accurate and detailed databases, files, and records; verifies accuracy of information, researches discrepancies, and records information. 


Interpret and apply safety rules and regulations to work assignments. 


Perform other related duties as assigned.


 

Minimum Qualifications

 

Knowledge of:

  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to environmental compliance and water quality;
  • The methods, techniques, operations, and effects of environmental management systems and programs within the City and throughout the region.
  • Sources and fate of pollutants, impact of exposure on public or environmental health.
  • Techniques for measuring and analyzing pollutants.
  • Methods of regulatory control.
  • Modern and complex principles and practices of wastewater sampling and testing.
  • Legislation regulating grant administration.
  • Modern office procedures, methods and equipment including computers and applicable software applications.
  • Principles and procedures involved in record keeping, report writing, and professional correspondence.
  • Principles and practices of environmental compliance activity and program coordination, water quality monitoring, analysis and reporting;
  • Local, state and federal regulations related to environmental compliance and water quality, drinking water system discharges, recycled water reuse, storm water discharges, air quality, hazardous materials/waste management;


Ability to:

  • Read, understand and relate to others complex rules and regulations and to assess their impacts and summarize them into reports for consumption by a wide audience.
  • Read and understand laboratory reports, charts, graphs and mathematical or chemical models or formulas.
  • Complete regulatory permit applications.
  • Speak and present effectively to groups, audiences, and regulatory bodies.
  • Maintain and update accurate records and files.
  • Prepare clear and concise reports.
  • Work independently and efficiently to carry out assignments.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and carry out oral and written instructions.
  • Determine work priorities and effectively coordinate the necessary personnel and resources; 
  • Conduct and complete difficult, complex and specialized research studies and projects; interpret data and make recommendations to ensure regulatory compliance;
  • Effectively and tactfully communicate and deal with department personnel, government officials, environmental permitting agencies, public agencies, committees, and the general public;
  • Work independently and utilize sound judgment in making decisions and recommendations;
  • Prepare technical documents reports and correspondence clearly and concisely

Experience and Training

Training: A Bachelor’s degree from an accredited college or university with major course work in environmental science, biology, chemistry or a related field.

Experience: Two years of increasingly responsible experience in environmental compliance or environmental laboratory.

License/Certificate: Possession of, or the ability to obtain and maintain, an appropriate, valid California Driver’s License.





 

Working Conditions and Selection Process

 

Environmental Conditions: Primarily an office environment; exposure to computer screens; public contact; occasional field work, travel from site to site, and exposure to water or wastewater, toxic solvents, materials or fumes, electrical or radiant energy and extreme weather conditions.

Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time; exposure to computer screens, speaking and hearing to exchange information; walking or traversing over various types of outdoor terrain including uneven, unpaved, steep or slippery surface areas; visual acuity to read and interpret reports.

Selection Process: All applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include a written exam, application appraisal based on training and experience, oral board exam, and/or skills assessment to further assess job-related qualifications.  Candidates who successfully complete the examination process will be placed on an eligible list according to their scores and will remain eligible for employment consideration for a minimum of six months.

Note: Prospective candidates will undergo a background reference check and a medical examination, a drug screening may be required.
