We're currently recruiting for a Procurement Specialist. This is a journey level position and is characterized by expert competence in procurement which includes responsibility for interpreting and applying local statutes in a variety of areas within procurement. This position works to ensure compliance with purchasing guidelines, policies, procedures, and best practices with specialty projects.

This is a full-time, regular, non-exempt position.

At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

Essential Functions:

  • Develop, conduct, and manage solicitation methods, including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), qualification-based selection (QBS), and invitation to bid (ITB) from initiation through award; develops, reviews, negotiates and administers contracts.
  • Negotiate complex contracts with vendors and legal counsel.
  • Perform market research to analyze market conditions, material and supplier availability, and other pertinent data and information required to ensure efficient solicitation method and ensure best value for City.
  • Stay informed of trends, developments, laws, regulations, and best practices related to procurement functions and activities.
  • Use independent judgment to apply and utilize City acquisition and procurement policies and procedures, state, and federal statutes to manage and administer a variety of complex contracts and procurements.
  • Serves as City's expert in proposing and identifying solutions to unique and critical acquisition and procurement challenges.
  • Create and implement procurement training to improve procurement knowledge among City staff and increase procurement and contracting compliance. Develop and implement procurement information sessions for suppliers and other outreach activities to increase supplier participation in solicitations.
  • Leads and collaborates on development and implementation of City procurement policies and practices.

Qualifications

Experience and Education

  • A minimum of two (2) years' experience, five years is preferred, performing various procurement activities, including but not limited to utilizing and managing various procurement methods, reviewing, and analyzing offers prior to awarding of contracts, and developing and negotiating contracts.
  • Equivalent to an Associate's Degree from an accredited college or university with major course work in accounting, business administration, public administration, or a closely related field. Bachelor's Degree, preferred.
  • Equivalent combinations of education and experience may be considered.
