An Environmental Engineering Associate performs professional engineering work in connection with water supply, water quality control, solid waste and wastewater collection, disposal and treatment, and ionizing radiation; conducts engineering, planning and research studies in connection with water and solid resources related activities; coordinates construction and operations of water and wastewater treatment and solid waste facilities; and does related work. -

REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

- Graduation from an accredited four-year college or university with a degree in engineering, which includes at least 12 semester units or 18 quarter units of environmental engineering courses; or
- Possession of a valid Engineer-In-Training certificate recognized by the State of California Board for Professional Engineers, Land Surveyors, and Geologists.
PROCESS NOTES
- Candidates may take the Environmental Engineering Associate interview only once every 365 days from the date they were last interviewed. If they have taken the Environmental Engineering Associate interview in a campus environment with any City of Los Angeles department or LADWP, a special recruitment event, or during an open filing period in the Personnel Department within the last 12 months, they may not file for this examination at this time.
- Applicants who are within nine months of graduation from an accredited college or university may apply. However, they cannot be appointed until all course work, including the 12 semester units or 18 quarter units described in Requirement No. 1, is met.
- An application and a Supplemental Form must be completed. Applications and Supplemental Forms will be available through the recruiters.
- Applicants filing under Requirement No. 2 must list their Engineer-In-Training (EIT) certification number on the Supplemental Form. At the time of appointment, candidates must submit to the department which appoints them, verification of their EIT certification.
- Appointments will be made to temporary training positions in accordance with Section 5.30 of the Rules of the Board of Civil Service Commissioners for a maximum duration of three years. In order to successfully complete the temporary training period, new appointees must obtain their Engineer-In-Training (EIT) Certificate within three years. New appointees who do not successfully complete the temporary training period will be terminated from the class.
- Some positions may require a valid California driver’s license. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).

The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Interpersonal Skills; Teamwork; Oral Communication; Listening; Project management; Job Knowledge, including knowledge of: the principles of environmental engineering, environmental and public health; chemistry, bacteriology, environmental water and environmental biology, botany, odors, gasses, fumes, dust and theoretical epidemiology; cost estimation and preparation of feasibility studies for environmental engineering projects; principles of water distribution systems and wastewater conveyance systems; emerging technological developments and sources of information in the field of environmental engineering; principles of water and wastewater treatment; Federal, State and local environmental, building and planning regulations, codes and laws and other applicable provisions related to the design, construction, and operation of water, wastewater, stormwater, and solid waste facilities; economic and practical aspects of environmental engineering problems involved in wastewater treatment and disposal, water supply, and solid waste management; mechanical and electrical fundamentals related to treatment plant equipment and functions; engineering economics necessary to perform cost benefit analysis for City projects and assets to identify alternative cost effective solutions; scheduling practices, such as job-sequence schedules followed in engineering work; major provisions of the City of Los Angeles environmental codes and regulations; procurement policies and practices of various City agencies; programming related to environmental engineering; and plans, specifications, and drawings used in environmental engineering work; and other knowledge, skills, and abilities.

Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
