Construction Specialist II - Part Time ID - 16581
General Definition of Work
Performs difficult professional administration of the City’s federal housing programs and other related work as required. Work is performed under general supervision of the Director and/or Administrator.
Essential Functions/Duties
The following job functions are typical for a position of this nature. These are not to be construed as exclusive or all-inclusive. Percentages for each function are subject to fluctuations.
- Conduct housing inspections for federal housing programs to include new construction, housing repair, and homebuyer projects to comply with program standards, design specifications, and construction standards;
- Develop, prepare, review, and maintain including but not limited to, work write-up and cost estimates, bid specifications, change orders, and related reports for housing activities
- Schedule, coordinate, and conduct bid conferences, convey project requirements, and provide feedback on timeless, budgets, and regulatory compliance
- Coordinate with developers, contractors, owners, housing professionals, and other departments on housing activities; and
- Track local market estimates for materials, products, and labor and provide input on contractor application approval
- Other housing-related duties as assigned.
Knowledge, Skills and Abilities
- Thorough knowledge of policies and procedures relating to construction; Knowledge of North Carolina minimum housing code standards, building codes and lead-based paint requirements
- Knowledge and experience related to construction materials, cost estimating, methods, practices, and structural systems (electrical, mechanical, and plumbing)
- Ability to thoroughly inspect structures, analyze facts, and prepare concise reports
- Strong interpersonal skills for effective collaboration with officials, employees, community agencies, clients, and the public
- Proficient use of Microsoft Office software, construction design software and ability to maintain and manage both paper and electronic files.
Education/Experience/Physical Demands/Special Requirements/Additional Information
EDUCATION AND EXPERIENCE:
- High School Diploma
- Minimum of three (3) years' experience working in the building construction industry
- Or equivalent combination of education and experience which enables one to perform the essential job functions.
- A College Degree or credit for college coursework in construction management or a closely related field is strongly preferred
SPECIAL REQUIREMENTS:
- Valid driver’s license with acceptable driving history
- Must have or obtain the following certifications within one (1) year of hire:
- Housing Quality Standards (HQS)
- National Standards for Physical Inspection of Real Estate (NSPIRE)
ADDITIONAL INFORMATION:
Pay per hour: $33.10 hr.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
1. The physical activity of this position includes
- Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.
- Balancing: Maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Stooping: Bending body downward and forward by bending the spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.
- Kneeling: Bending legs at the knee to come to rest on the knee or knees.
- Crouching: Bending the body downward and forward by bending the leg and spine.
- Crawling: Moving about on hands and knees or hands and feet.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Standing: Particularly for sustained periods.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
- Pulling: Using the upper extremities to exert force to draw, drag, haul, or tug objects in a sustained motion.
- Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles.
- Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.
- Grasping: Applying pressure to an object with the fingers and palm.
- Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
- Repetitive Motions: Substantial movements (motions) of the wrists, hands, and/or fingers.

- The worker is subject to hazards: Including various physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat, or exposure to chemicals
