Summary Description ABOUT THE POSITION THE POSITION: Environmental Compliance Program Specialist assigned to the Public Works Department. The department is seeking an individual ready to manage environmental and regulatory compliance duties for the City's Stormwater Program in accordance with the National Pollutant Discharge Elimination System (NPDES) Permit and the Municipal Separate Storm Sewer System (MS4) Permit for the Santa Ana region. Under general supervision, to perform a variety of technical and professional environmental and regulatory compliance activities including sampling and inspections; depending on area of assignment the incumbent will be responsible to coordinate the City's Pretreatment Program or Stormwater Program to ensure compliance with the National Pollutant Discharge Elimination System (NPDES), Water Quality Management Plan (WQMP), and the Municipal Separate Storm Sewer System (MS4) Permit for the Santa Ana Region.

Incumbents will be assigned to Wastewater or Public Works depending on area of focus. DISTINGUISHING CHARACTERISTICS This is a single-incumbent professional journey level class with responsibility for performing complex and sensitive environmental compliance inspections, and related program coordination and administration. Incumbents are expected to perform specialized professional, administrative, and technical work requiring thorough knowledge of local, State, and Federal regulations, as well as departmental systems and procedures.

Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The work is performed independently and requires a high degree of ability to exercise judgment when dealing with the public, business, and other governmental agencies. Environmental Specialist assigned to Public Works: Will be responsible for the City's Stormwater Program to ensure compliance with the NPDES and MS4 Permits for the Santa Ana region; implement stormwater programs for construction, residential, commercial, and industrial sectors; respond to stormwater complaints; maintain records; participate in public education initiatives; and perform related duties as required.

Representative Duties When Assigned to Public Works Coordinates and performs environmental and regulatory compliance duties for the City's Stormwater Program in accordance with the National Pollutant Discharge Elimination System (NPDES) Permit and the Municipal Separate Storm Sewer System (MS4) Permit for the Santa Ana region. Prepares and submits annual reports stormwater reports to Riverside County Flood Control. Develops and implements stormwater program goals, objectives, policies, and procedures.

Analyzes funding needs and develops effective annual budgets for the stormwater programs, including research and assistance with grant applications. Maintains the City's Local Implementation Plan (LIP) and provide regular updates as needed to stay current with the MS-4 requirements. Establishes and ensures completion of annual inventory and inspections of the City's stormwater infrastructure, including documentation of inspections and preparation of necessary reports.

Conduct field tests, take readings or measurements, or as appropriate, collect samples of storm water during rain events, groundwater, and other sample matrices using proper sampling methods in accordance with Stormwater Multiple Application and Report Tracking System (SMARTS) program. Reviews, interprets, and evaluates the data from such field tests, measurements or reports of analysis. Attendance at all meetings related to the stormwater program, including monthly SAR TAC meetings, monthly TMDL meetings, monthly permittee permit renewal meetings, and all other associated meetings.

Oversee the development and maintenance of the stormwater GIS data. Regularly update the GIS data with current MS4 outlets and City facilities. Assist the City in the preparation and implementation of the upcoming revised MS-4 permit, including implementation of all new permit requirements, and preparation and implementation of revised budgets associated with the new permit requirements.

Oversee the training of City staff to meet the needs of the stormwater program. Document, track and records stormwater training for City staff. Maintain an up-to-date database of current construction projects, developer projects, and commercial and industrial sites, both in SMARTS and in the City's database; and perform BPM inspections and oversee the inspections of all of these sites according to permit requirements.

Maintain current standard operating procedures (SOP's) for stormwater inspections, and accurate inspection records. Maintain an up-to-date database of illegal stormwater discharges in the City and oversee the recording and reporting of all hazardous waste spills. Issue written violation reports and coordinate with code enforcement for the issuance of penalties and fines associated with hazardous spills and illegal discharges.

Maintain an up-to-date database of all approved WQMPs throughout the City and update the permanent BMP database based on the approved WQMPs. Perform inspections of all permanent BMPs in accordance with the MS4 permit requirements. Maintain an up-to-date database of all City owned properties and facilities throughout the City, including all storm drain inlets, catch basins, and outfalls.

Oversee the regular inspection of all City owned facilities in accordance with MS4 permit compliance, including inspection of all MS4 outfalls after storm events. Oversee, and track the cleaning of city storm drains, catch basins, and drainage channels, reporting annually on trash removal volume; manage the installation of trash-catching devices on storm drain inlets; and promote and record public outreach events for the storm drain program. Reviews and evaluates proposed environmental legislation and regulation for its impact on City's operations; provides recommendations and proposed actions on strategies for complying with proposed environmental legislation; participates as part of a team in coordinating necessary updates to the City's municipal code in order to comply with Federal, State, and local stormwater regulations.

Serves as the City's liaison with governmental agencies, industry, community groups, and organizations related to stormwater compliance; attends meetings, answers questions, and provides information on assigned and projects. National Pollutant Discharge Elimination System (NPDES) laws, regulations, and ordinances and pertaining to local governmental operations. Municipal Separate Storm Sewer System (MS4) Permit requirements. (if assigned to public works) Principles and practices of effective stormwater program management Principles and practices of water quality testing and sampling procedures, and knowledge and compliance with stormwater quality regulations Advanced principles, techniques and procedures for industrial wastewater inspections.

Biological and chemical principals as related to water quality issues, sampling and laboratory methods. Principles of public relations. Engineering plans, maps, legal descriptions, title reports.

Perform advanced level, complex public works environmental programs inspection activities in a variety of construction sites, commercial, and industrial properties for compliance with the National Pollutant Discharge Elimination System (NPDES) laws, regulations, and ordinances. Interpret, apply, explain, and ensure compliance with applicable codes, ordinances, Federal, State, and local laws, rules, regulations, policies, and procedures.

Apply technical knowledge and follow proper inspection techniques to examine and assess infrastructure and facilities in order to detect deviations from plans and regulations. Advise on management best practices for public works environmental program compliance consistent with various federal, state and local requirements. Read and interpret complex and difficult blueprint and engineering records, plans, and specifications.

Keep up with constantly changing laws, codes, ordinances, and regulations. Learn more complex principles, practices, techniques, and regulations pertaining to assigned duties. Enforce necessary regulations with firmness and tact.

Experience, Education and Licenses Education/Training: Equivalent to the completion of an Associate's degree, including the completion of coursework related to environmental or related sciences.

Experience: A minimum of three (3) years of increasingly responsible journey level experience in conducting environmental inspections with an emphasis in performing storm water compliance inspections. License or Certificate: Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment. Possession of a Grade I Environmental Compliance Inspector Certificate issued by the California Water Environment Association (CWEA).

Grade II certification highly desirable. Possession of a Qualified Industrial Storm Water Practitioner (QSIP) license is highly desirable. Positions in this classification regularly sit, stand, walk on level and slippery surfaces, reach, twist, turn, kneel, bend stoop, squat, crouch, grasp, crawl, and make repetitive hand movement in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing 50 pounds or more.
