Grants Program Manager ID - 15296
- The Department of Environmental Quality is looking to fill multiple Environmental Planning Consultant positions in the Division of Air Quality.
Job Description- Lead team efforts for overall program development, implementation, and oversight;
- Strategic coordination with project partners and stakeholders to align program activities and goals;
- Become an expert on respective program requirements and goals, vehicle and equipment electrification, impacts on communities, and workforce development/training opportunities and develop program strategies that result in successful outcomes of the program;
- Oversee compliance with EPA program requirements, contractual obligations, procurement and documentation requirements;
- Manage program data through monitoring, analysis, and reporting;
- Manage program budget, track expenditures, and ensure proper financial controls are in place;
- Manage projects by establishing eligibility, monitoring progress, ensuring deliverables are met, and tracking project advancement; and
- Communicate program updates and information to stakeholders, legislators, board members, and the public.
The ideal candidate will have the following:- Experience with grant program development, implementation, and oversight
- The ability to lead in a team environment
- Experience with promoting government programs and engaging with potential program participants to increase program effectiveness
- Experience with vehicle/equipment electrification projects, particularly in the goods movement industry
- Experience with coordinating community engagement activities, conducting meetings, and addressing community concerns
- Understanding of workforce training needs and strategies to support high-quality jobs and equitable workforce development as it pertains to the respective grant program
- Ability to collaborate and coordinate with various stakeholders, including government agencies, private businesses, and community organizations
- Experience conducting contract reviews and ensuring compliance with contract stipulations
- Experience with financial management, including budget oversight, financial reporting, expenditure tracking, and ensuring proper financial controls
- The ability to collaborate with colleagues in dynamic environments and adapt to changing circumstances
- Organizational skills that strengthen the ability to manage multiple projects at the same time
- Strong written and verbal communication skills to effectively communicate with stakeholders, prepare reports, and disseminate information
- Self-motivated and takes the initiative to foresee and proceed with actions that will result in successful outcomes
- Skills in managing and tracking data, quantifying emissions reductions, and reporting outcomes
- Proficiency in Google Workspace, Salesforce, and Microsoft Office
- Experience with state government processes
- Knowledge of goods movement and/or vehicle electrification

Preferences- A degree in Public Policy, Public Administration, Environmental Science, Sustainability, Urban Planning, Technical Writing, Program Development, Project Management, or related field;

This position may be eligible for a remote or hybrid/flexible work schedule, with some days required in office. Our office is located 195 North 1950 West, Salt Lake City, Utah. A position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. Note: Under Administrative Rule R13-4 all work must be performed within the State of Utah.

Paid Time Off:
