About the position

Two Rivers Utilities, a subsidiary of the City of Gastonia, is seeking qualified applicants for the position of Field Supervisor I - Systems Maintenance. This position involves performing difficult technical and skilled trades work while supervising the installation, maintenance, repair, and construction of municipal water and sewer lines and related areas. The work is conducted under moderate supervision from an assigned supervisor, and the Field Supervisor will oversee a small group of assigned staff. The role requires a strong understanding of the principles and practices of construction, repairs, and maintenance of municipal water and sewer systems, as well as the ability to provide technical advice and assistance to crew chiefs. The Field Supervisor will be responsible for inspecting water and sewer lines and taps, coordinating the use of available equipment, materials, and manpower to maximize effectiveness and economy. This includes checking project progress and ensuring conformance to work plans and orders. The supervisor will also inspect work in progress and upon completion, assist in the repair of more complex jobs, and perform troubleshooting and repairs to specialized electronic control systems using specialized electrical test equipment. Additionally, the supervisor will coordinate and provide safety and ISO training, assist in training within the EMS program, and direct all activities of the division in the absence of the assigned Assistant Division Manager. The position requires responding to emergency and unscheduled work requests, maintaining detailed records and reports, investigating accidents, and performing yearly performance evaluations for assigned staff. The Field Supervisor will also be involved in the hiring process by interviewing applicants and making recommendations. This role includes being part of the Utilities Maintenance emergency on-call rotation, which requires a commitment to being available for urgent situations.

Responsibilities

  • Supervise the installation, maintenance, repair, and construction of municipal water and sewer lines and related areas.
  • Inspect water and sewer lines and taps, performing maintenance, construction, repair, and installation.
  • Provide technical advice and assistance to crew chiefs.
  • Coordinate the use of available equipment, materials, and manpower for maximum effectiveness and economy.
  • Check projects for progress and conformance to work plans and orders.
  • Inspect work in process and upon completion.
  • Assist in the repair of more complex jobs.
  • Perform troubleshooting and repairs to specialized electronic control systems using specialized electrical test equipment.
  • Coordinate and provide Safety & ISO training.
  • Assist in training within the EMS program, policy, procedures, and regulations.
  • Direct all activities of the division in the absence of the assigned Assistant Division Manager.
  • Receive requests for emergency and unscheduled work and coordinate completion of tasks.
  • Keep records and make detailed reports, investigate accidents, and maintain employee records.
  • Perform yearly performance evaluations for assigned staff.
  • Respond to complaints from the public.
  • Interview applicants and make hiring recommendations.
  • Serve on the Utilities Maintenance emergency on-call rotation.

Requirements

  • High school diploma or equivalent.
  • 2 - 4 years of experience installing, maintaining, and repairing municipal water and sewer lines, including the operation of excavating equipment with supervisory experience.
  • OSHA Competent Person Trenching/Shoring and Confined Space Entry certification within 12 months of hire.
  • Intermediate Work Zone Safety and Flagger certifications within 12 months of hire.
  • NIMS IS-700, IS-100, IS-200, and IS-300 training certificates within 12 months of hire.
  • NC Grade II Wastewater Collection System Operators Certification and Grade B Distribution System Operators Certification within 18 months of hire.
  • Obtain an NC Class A commercial driver's license with Restriction 8 within three months of hire.

Nice-to-haves
