Job Objective & Safety/Security Sensitive Designation
This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.
JOB OBJECTIVE: To identify and address neighborhood needs and problems, and improve neighborhood conditions through various meetings with residents and neighborhood associations, and promote community outreach programs and activities within the City of Little Rock neighborhoods; to develop plans and strategies to address neighborhood issues and concerns.
Essential Functions
- Identifies and addresses neighborhood needs and problems and improve neighborhood conditions through various meetings with residents and neighborhood associations, business owners, and members of social organizations and promotes community outreach programs and activities within the City of Little Rock.
- Develops plans and strategies to address neighborhood issues and concerns as identified and developed by neighborhood residents.
- Serves as liaison for the Department of Housing and Neighborhood Programs for city services and the community to provide assistance to residents affected by disasters, burn-outs, unsafe structures, pandemics, weather related issues and the like by providing assessment of needs, referrals for services and housing and providing limited follow-up until placement in permanent housing.
- Plans, coordinates, and implements community programs, activities and events in conjunction with community-based organizations, corporations, and other City Departments to include National Night Out, mass flu clinics, distribution of commodities for neighborhood residents and businesses.
- Attends neighborhood meetings to provide technical assistance to residents with the planning and organization of neighborhood programs, projects, and activities designed to develop neighborhood residents, address neighborhood needs, and improve conditions within neighborhoods.
- Answers questions and provides information to neighborhood residents and the general public regarding various City services and programs.
- Develops, presents, and coordinates workshops, support groups, and community educational programs to address problem areas critical to neighborhood.
- Identifies, compiles, and maintains a listing of neighborhood-based resources such as self-help groups, resident organizations, church and school sponsored activities, family programs, and recreational activities; provides referral services.
- Inspects neighborhood on foot and by vehicle to observe environmental hazards, potential community issues, criminal activities, and community needs; notifies appropriate personnel as required.
- Coordinates with Police Officers and Code Enforcement personnel assigned to the Neighborhood Resource Center to develop an approach to reduce and prevent blight and ensure the needs of residents are met.
- Maintains a log of Neighborhood Resource Center activities and a record of the utilization of Neighborhood Resource Center services by residence; compiles activity and progress reports; submits to appropriate personnel.
- Provides lead working supervision to summer youth program participants and community service workers as needed to assist with special projects or clean-ups, such as landscape projects, mopping, dusting and other related duties.
- Attends meetings and City functions within neighborhoods; participates in various neighborhood projects; presents neighborhood issues to management; attends special training sessions in the community as assigned.
- Serves as a resource to neighborhood communities for special projects; prepares correspondence expressing community issues to appropriate agencies at the request of community members.
- Establishes and maintains hard copy and computer files and records related to Neighborhood Resource Center activities and programs.
- Operates a computer utilizing word processing software to prepare correspondence and maintain computer files and records.
- Operates a City pool automobile in the performance of essential job functions.

Minimum Qualifications, Additional Requirements And Supervisory Responsibilities
These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school, two (2) years of experience with organization of groups, administration of programs or activities, or a related area, and four (4) years of computer experience. Equivalent combinations of education and experience will be considered.
Additional Requirement
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.
- Must be available to work nights, holidays and weekends as required.

Non-Uniformed NON-Union Eligible Full-Time Employees
Health Insurance (medical, dental, vision) - The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement – Our 401a pension plan requires contributions by both the City and the employee.
Paid Time Off
Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.
Generous leave accruals with carry over capability.
Short-Term Disability Leave
Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).
All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.
After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.
Longevity
Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.
