Description

To supervise, assign, and review the work of an assigned crew responsible for the maintenance, repair, and alteration of City facilities and buildings to ensure work quality and adherence to established policies and procedures and to perform a variety of technical tasks relative to assigned areas of responsibility.

Examples of Essential Functions

Plan, prioritize, assign, supervise, and review the work of an assigned crew responsible for the maintenance, repair, and alteration of City facilities and buildings.

Establish schedules and methods for providing maintenance and repair services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.

Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.

Schedule daily work activities.

Receive work orders and other requests for maintenance services from various City departments and staff; prioritize requests and order needed materials for completing maintenance functions; schedule work crews according to maintenance and repair needs.

Monitor work sites and ensure adherence to safe work practices and procedures; respond to and resolve complex work related or equipment operating problems.

Inspect work in progress and upon completion; detect and correct inefficient utilization of workers and equipment; ensure that work conforms to specifications and is in accordance with City regulations, policies, and operating procedures and practices.

Respond to emergency calls for service from police, fire, and environmental control.

Prepare specifications for and administer maintenance contracts with private contractors; disburse monies for payment and monitor budget expenditures.

Participate in the selection of maintenance staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Maintain flow of information for the computerized maintenance management system.

Prepare analytical and statistical reports on operations and activities; estimate and requisition materials, parts, and supplies in accordance with established procedures.

Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works maintenance and repair programs.

Respond to and investigate public complaints and queries; recommend corrective action as necessary.

Perform related duties and responsibilities as required.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:

Modern standards, methods and procedures involved in the maintenance, repair and alteration of City facilities.

Methods and techniques of conducting on-site work inspections.

Principles and practices of contract administration.

Operational characteristics of a variety of maintenance and repair equipment and tools.

Principles of supervision, training and performance evaluation.

Occupational hazards and standard safety practices.

Principles of business letter writing and basic report preparation.

City standards and regulations pertaining to maintenance and repair of facilities and infrastructures.

Pertinent Federal, State and local laws, codes and regulations.

Ability to:

Supervise, organize and review the work of lower level staff.

Select, supervise, train and evaluate staff.

Schedule daily work activities according to seasonal limitations.

Prioritize maintenance and repair requests and work orders and schedule appropriate work crews.

Interpret and explain City policies and procedures.

Respond to and provide assistance in emergency situations.

Establish and maintain effective working relationships with those contacted in the course of work.

Minimum Qualifications

Experience:

Four years of experience in the maintenance, repair and alteration of various public or private building facilities including one year of administrative or lead supervisory responsibility.

Training:

Equivalent to the completion of the twelfth grade supplemented by specialized training in maintenance and repair or a related field.

License or Certificate:

Possession of a valid driver's license.

EXAMINATION PROCESS

Written Examination: 100% of final grade.

EMPLOYEE/VETERAN PREFERENCE (In the Event of Tie Scores)

In the event of tie scores resulting from an open competitive examination, employees will be provided a rank preference in the following order: employees with established veteran status shall be given the first preference, non-veteran employees second preference and non-employee veterans third preference. A candidate who desires to claim veteran's preference must, at time of application, submit documentation of honorable discharge from the United States Armed Forces. This preference will only be administered in the event of tie scores. Documentation must be submitted at time of application.

APPOINTMENT & CERTIFICATION

Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The current certification rule in effect at the time a request is received by the Civil Service Commission will be used to refer names. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable. Note: If noticed as an "open competitive/promotional" recruitment, eligibles will be certified first from the promotional list and the balance of eligible names will be certified from the open competitive list.

PRE-EMPLOYMENT INFORMATION

The City requires a post offer pre-employment physical examination prior to the first day of employment. A criminal history background investigation process will be initiated by the Department of Human Resources following appointment and immediately upon referral for new employee orientation. Failure to report truthful criminal conviction history on the employment application may be sufficient reason for termination or disqualification from hiring lists, regardless of specific reasons, character, or sentencing related to criminal violations.

PROBATIONARY PERIOD

As the final step in the selection process, newly hired and newly promoted employees serve a probationary period of fixed duration to show their ability to perform the work.
