Duties and Responsibilities
-
Essential Job Functions: Plans, organizes and supervise the work of the office staff; inspects the quality and quantity of work produced by the office staff; assists management in researching, establishing and implementing various polices, budget process and procedures; resolve customer/citizen and relation problems, responsible for purchasing and accounts payable for the Solid Waste Division; maintains current balances on blanket purchase orders; coordinates purchases with vendors; orders heavy materials, fuel, and disperses information to appropriate staff; maintain files; completes check requests, maintains inventory of all safety equipment, office supplies and cleaning supplies, answers multi-line telephone; acts as backup Dispatcher taking citizen requests, entering data into Work Management System, and dispatching to field personnel; may open and distribute mail; may make travel arrangements; may maintain employment opportunities board; serves as front desk receptionist; types various documents and reports utilizing Microsoft Excel and Microsoft Word for Windows; types letters, memorandums, and statistical and financial data; researches, compiles, and analyzes information to prepare various reports; answers inquiries in person and by multi-line phone, checks and tabulates statistical and financial data; prepares payroll and purchasing requisitions; maintains filing systems; administers billing of customers and verification of accounts.

Minimum Essential Qualifications
-
Knowledge: Knowledge of the responsibility, work procedures, and functions of a municipal solid waste management department; knowledge of payroll and purchasing systems; knowledge of municipal government organization; knowledge of federal and state solid waste management rules and regulations is desirable.
Skills/Abilities: Skilled in the use of main frame computers such as AS400, Neogov and Navaline; ability to communicate effectively both orally and in writing; ability to apply imagination, ingenuity, aggressiveness and diplomacy to a wide variety of administrative and operational problems; ability to interact effectively with City employees, the public, regulatory authorities and the news media; ability to collect, summarize and report on a wide variety of administrative data; ability to interpret and comply with complex federal and state rules and regulations.
Physical Requirements: Constantly sees and hears; frequently walks, files, sits, stands, operates a vehicle and PC. Infrequently carries, drags, lifts, pushes and pulls objects weighing up to 35 lbs., climbs, crawls, sorts, squats and stoops.
Education/Experience: Graduation from high school or equivalent, supplemented by courses/training in solid waste management and computers. Minimum of three (3) years’ experience working in a municipal solid waste management department that included multiple waste collection and disposal activities preferred. Experience in Lotus Notes, Excel, Microsoft Word and WordPerfect required. -
