Public Works Inspector I
Summary
Responsible for serving as the City’s field representative and overseeing Public Works construction. Also responsible for providing quality assurance oversight on projects performed by the City and contractors.
Pay Range: $23.75 - $29.81
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Serve as City representative responsible for inspecting public works construction projects managed by the water department.
- Inspect all aspects of projects including water and wastewater including inspection of water and wastewater pipe and appurtenances to ensure depth, material, sizes are constructed per plans, specifications, city standards and state and federal regulations.
- Provide quality assurance and quality control of public works construction performed by both city contractors and private development contractors.
- Coordinate with each contractor through project operations, for daily material testing and review/approve results based on established City standards
- Conduct project management of City projects and contractors including becoming familiar with contractor’s CPM (critical path method) schedule while reviewing daily construction progress, identifying problems and recommending solutions.
- Provide daily observation and maintain project documentation for city and private development projects
- Maintain storm water quality compliance with Federal, State and City requirements on city
- Provide daily observation of jobsites for compliance with federal, state, and local requirements.
- Locate and mark water and wastewater utilities for proposed construction projects and excavations
- Act as a city representative on construction projects needing water/wastewater line information
- Serve as project manager for pavement restoration by contract due to utility repairs and excavation
- Investigate and document franchise utility damage incidents
Minimum Qualifications
- High School Diploma or General Equivalency Diploma (GED)
- A minimum of 75 contact hours of technical training in inspection and public works construction
- 4 years related experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications
Education/ Experience:
- 6 months to 1 year advanced training past the high school level
- 4 to 6 years of experience in public works or building construction
Knowledge, Skills & Abilities:
- Comprehensive knowledge of City, State, and Federal Codes and Specifications relative to Public Works Construction
- Comprehensive knowledge of Federal & State requirements for Safety (OSHA), Accessibility, Pollution Control, and TCEQ
- Comprehensive knowledge of Public Works construction means & methods
- Comprehensive knowledge of construction scheduling and sequencing
- Comprehensive knowledge of basic Quality Assurance & Control processes including specific material testing procedures
- Skill in basic computer office software
- Skill in high school level mathematics
- Ability to read and interpret contracts, specifications and construction plans
- Ability to learn new technologies, procedures and specifications
- Ability to work effectively with people in order to accomplish project goals
- Ability to maintain a broad perspective on projects and anticipate problems
- Ability to communicate effectively in writing and orally
- Ability to resolve conflicts in a professional manner
Licenses and Certifications
Valid Class C Texas driver's license
Physical Requirements / Work Environment
The incumbent typically works outdoors with frequent exposure to unpleasant environmental conditions and/or hazards; significant time is spent in a vehicle traveling to various projects. Occasional work in an office environment may be required.
Public Works Inspector II
Summary
Responsible for serving as the City’s field representative and project manager of Public Works construction. Also responsible for providing quality assurance oversight on construction projects performed by the City and contractors.
Pay Range: $27.30 - $34.40
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Serve as City representative responsible for inspecting public works construction projects managed by the water department.
- Inspect all aspects of projects including water and wastewater including inspection of water and wastewater pipe and appurtenances to ensure depth, material, sizes are constructed per plans, specifications, city standards and state and federal regulations.
- Ensure all related project elements including pavement, drainage, structures, etc. are constructed per plans and specifications.
- Conduct project management tasks of complex city projects with contractors including becoming familiar with contractor’s CPM (critical path method) schedule while reviewing daily construction progress, identifying problems and
- recommending solutions.
Review and approve pay requests. - Provide quality assurance and quality control of public works construction performed by both City and private development contractors.
- Make recommendations to contractor as appropriate.
- Maintain project documentation for city and private development projects.
- Maintain storm water quality compliance with Federal, State and City requirements on city.
- Coordinate with each contractor through project operations, for daily material testing and review/approve results based on established City standards.
- Provide daily oversight of jobsites to ensure full compliance with state and federal, as well as approved engineering plans and specifications.
- Locate and mark water and wastewater utilities for proposed construction projects and excavations.
- Act as a city representative on construction projects needing water/wastewater line information.
- Investigate and document franchise utility damage incidents.
- Coordinate water and sewer operational needs for multiple departments’ construction projects.
