ZONING CODE ENFORCEMENT OFFICER - 0425 ID - 16589
Job Summary
Under general direction and in compliance with standard operating procedures and policies, enforces City zoning and code related ordinances and policies. Reviews residential and commercial building permit applications for compliance with the Greenville Development Code, design guidelines and project approval requirements. Performs site inspections to ensure compliance with Land Development regulations. Reviews short-term rental (STR) occupancy permits for compliance with Development Code regulations and City policies. Handles complaints regarding reports of zoning code violations. Conducts technical field inspections to determine the compliance status of residential, commercial, and industrial buildings with zoning ordinances, conditions of variances, special exceptions, and other permits. Interprets Development Code regulations in cooperation with other Planning staff. Makes recommendations to Planning staff for changes, modifications, and new Development Code regulations based on case reviews and fieldwork. Conducts on-site inspections and re-inspections. Determines existence and type of code violations. Recommends corrective actions in order to bring property into compliance. Inspects construction to ensure that any zoning conditions are being met. Develops and presents educational programs concerning Development Code regulations. Answers inquiries on zoning code questions, violations and enforcement issues. Reviews case files with the City Attorney for prosecution.
Job Duties
Essential Functions
Conduct Investigations & Inspections: Receive, process, investigate, and prioritize complaints from citizens and other City departments. Initiate investigations of zoning code violations based on analysis of preliminary information and compare facts to code requirements. Contact individuals to discuss violations and alternatives for resolving compliance issues. Document findings and issues warnings and correction notices. Prepare comprehensive reports, case files, documents and background data to substantiate violations. Prepare and issue summons when appropriate as well as issue stop work orders as necessary. As assigned, oversee one or more of the following zoning/enforcement functions:
Plan Reviews: Review residential and commercial building permit applications for compliance with applicable requirements. Review site plans, construction documents, and occupancy for compliance with zoning requirements.
Short-Term Rentals: Utilize STR identification software to research and determine possible violations of STR codes. Handle all inquiries for feasibility of new STRs from the public and respond to complaints regarding reports of STR code violations. Review new applications for STR occupancy for compliance with Development Code standards and interpretations.
Zoning Code Violations & Field Inspections: Conduct technical field inspections of projects for compliance with/adherence to approved plans. Determine the compliance status of residential, commercial, and industrial buildings with zoning ordinances, conditions of variances, special exceptions, and other zoning permits.

Perform Administrative Duties: Assist customers at the counter and on the telephone. Answer inquiries on zoning code questions, violations and enforcement issues. Provide advice, assistance and information within scope of authority. Attend meetings with applicants and/or personnel from various City departments/divisions regarding zoning issues. Maintain and update files and records related to inspection and enforcement activities. Enter and retrieve information in order to perform research, update records, process case documentation, or respond to requests for information and/or clarification regarding zoning ordinance requirement. Perform research, reviews and inspections for Certificate of Occupancy.

Assist with Court Proceedings: Investigate, prepare, and assist with presentations for court cases. Prepare technical documents and evidence. Review code enforcement case files with the City Attorney for prosecution. Present evidence in various legal proceedings as needed.

Qualifications
Job Requirements
Associate degree in architecture, planning, building sciences, construction management, or a related field.
Over four (4) years of experience in interpreting, enforcing, and administering codes and zoning ordinances.
Each year of required education may be substituted by two (2) additional years of directly related experience.
Must be a Sworn Officer of the Court within one (1) month of hire.
Must have or obtain International Code Council (ICC)/American Association of Code Enforcement (AACE) Zoning Inspector certification within six (6) months or hire.
Preferred Qualifications
Law enforcement experience.
Driver's License Requirements
Valid South Carolina Class D Driver's License.

Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.
Proficiently operate a camera to capture documentation of violations.
Drive a City vehicle between facilities and inspection sites.
Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
Utilize specialized software and systems to include STR identification software and permit tracking system.

Working Conditions
Primary Work Location: Outdoors/inspection sites.
Protective Equipment Required: Hard hat, gloves, and steel-toe shoes.
Environmental/Health and Safety Factors: Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Daily exposure to extreme temperature, wetness and/or humidity, and respiratory hazards. Weekly exposure to physical hazards. Frequent exposure to electrical hazards and fire hazards. Occasional exposure to mechanical hazards.
Physical Demands: Continuously requires vision, foot controls, hearing, and talking. Frequently requires standing, fine dexterity, walking, carrying, sitting, reaching, handling, and twisting. Occasionally requires pushing/pulling, bending, and climbing. Light strength demands include exerting up to 10 pounds frequently.
Mental Demands: Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, and working closely with others as part of a team.
